Our UniServ Staff: What is UniServ?

The UniServ program was created by the NEA in the early 1970's to provide direct professional staff assistance to members and their local associations. UniServ is an abbreviation, which stands for Unified Service.

Each NEA State affiliate is divided into UniServ Units of at least 1200 members, though special units of smaller sizes have been created for rural and sparsely populated areas. Each unit is governed by a UniServ Council elected by and from the local associations that make it up.

Because of its large membership, JCEA is a single UniServ Unit and is entitled to three UniServ Directors. The JCEA Board of Directors serves as the governing board. Funding for the UniServ program comes via a three-party agreement among NEA, CEA and the local association (JCEA).

Our UniServ Staff:

Executive Director- Lisa Elliott is responsible for Association-wide coordination, bargaining, grievance processing, and teacher rights. The Executive Director serves as an advisor to the Negotiations and TRAC Committees and is responsible for grievance processing and general field services for the Golden, Evergreen and Conifer articulation areas and all alternative school programs.

UniServ Director of Political Action and Field Services - Vacant - is responsible for the political action program, political organizing, lobbying, serving as liaison to community political parties and groups, and advising the JCEA-Political Action Committee (PAC). The Director of Political Action also advises the Membership Committee and is responsible for grievance processing and general field services for the Lakewood, Alameda, Green Mountain, Bear Creek, Columbine, Chatfield, and Dakota Ridge articulation areas.

UniServ Director of Communications and Field Services - Dexter (Dex) Meyer is responsible for the JCEA public relations program, all JCEA publications including The Insight, newsletters, and flyers; community and media relations; the JCEA web site; and training programs. The Director of Communications serves as an advisor to the Instructional Advocacy Committee and is responsible for grievance processing and general field services for the, Standley Lake, Pomona, Arvada West (including Ralston Valley), Arvada, Jefferson and Wheat Ridge articulation areas.

Our Associate Staff: The JCEA Associate Staff is responsible for membership processing; bookkeeping and accounting; secretarial assistance to the professional staff and president, maintenance of files and records; scheduling of office facilities; day-to-day transactions for the JCEA Special Services programs; and printing services.
